[openstreetmap/openstreetmap-website] Migrate the dashboard entry page from leaflet to maplibre (PR #6504)

### Description

As discussed in the following thread, this PR is the first PR to migrate leaflet -> maplibre
- https://github.com/openstreetmap/openstreetmap-website/issues/6234

Longer term, this migration has more than the immediate benefits as discussed in the issue.

Manually by interacting with the map
