[openstreetmap/openstreetmap-website] Store IP addresses of users suspended for spam reasons (Issue #6545)

I assume you meant `creation_address` there, but once we're storing the suspension reason what does duplicating the address get us? We could already selection `creation_address` from the users table for users suspended for spam?
