[openstreetmap/openstreetmap-website] Reconfigure i18n-js to avoid top-level i18n directory (Issue #6550)

I suspect I just created it because I needed somewhere for the files - possibly it was a suggestion in upstream doco?

Do you have suggestions for alternative? I guess we could use something under `tmp` for the JSON files but I'm not sure about the template unless we put it in `config`?
