[openstreetmap/openstreetmap-website] Edit/Preview tab bar gets stuck when using arrow keys (Issue #6561)

### How to reproduce the issue?

1. Focus the big text field for the body of the diary entry.
2. Press <kbd>Shift</kbd><kbd>Tab</kbd> to focus the tab bar above the text field.
3. Press <kbd>→</kbd> or <kbd>↓</kbd> twice.

At this point, neither tab is selected, and the area below the tab bar is blank. It is no longer possible to select either tab using the keyboard.
