[openstreetmap/openstreetmap-website] RSS button for traces ignores before parameter (Issue #6562)

It certainly wasn't envisaged as an API that much I do know, it was added as a way for people to subscribe to a feed, though I admit I doubt many people use it due to the volume these days.

If we wanted an API we'd have added a index method to the API traces controller...
