Why add any icons? Just check before you disable the button that the checkbox is unchecked.

Yes. I would prefer that there are fewer changes to the map that I didn't ask for. I can watch notes/data, somewhere in a sparsely populated place, where the zoom heuristic will be annoying. Even when moving around the city, I'd prefer to see where I've recently viewed the data
