[openstreetmap/openstreetmap-website] Designate regions where new accounts cannot edit the map or add notes (Issue #6512)

Split issues:
- [Restrict note creation within "Block Zones"](https://github.com/openstreetmap/openstreetmap-website/issues/6567)
- [Restrict map edits within "Block Zones"](https://github.com/openstreetmap/openstreetmap-website/issues/6568)

Would someone be able to make them into sub-issues of this one? I believe that an action "Add existing issue" should be available at the bottom of the description, for people with the right permissions:

(Or if you think my mind is too Jira-ified and we can just close this one, I'm ok with that too! I can do with some de-Jira-fication).
