[openstreetmap/openstreetmap-website] Migrate the dashboard entry page from leaflet to maplibre (PR #6504)

I figure that we’ll eventually want consistency between this marker and the markers on maps elsewhere on the site. If we’re OK with the blue markers elsewhere being brighter, then these red and green ones can be brighter too. On the other hand, there’s the rainbow colors when we plot search results on the map – some of those are quite bright, so there’s precedent for either appearance.
