There's even more you can do. Back in 2024, OHM had issues with runaway JOSM uploads that in the end killed the site. Postgresql is now immediately rejecting multiple attempts to lock the same changeset: https://github.com/zerebubuth/openstreetmap-cgimap/blob/master/src/backend/apidb/changeset_upload/changeset_updater.cpp#L235-L259
