[openstreetmap/openstreetmap-website] Show outlines of relations too, on mouseover (Issue #6376)

Well maybe have little buttons show up  when mousing over, saying "Do you really want to download this relation?"

In other words not something behind the scenes that mysteriously makes things act differently.

If they're going to act differently at least the user should know about it.
