[openstreetmap/openstreetmap-website] Info panel doesn't show the true last modifier in some cases (Issue #6386)

I'm not sure how this would work, particularly when you get to the history view. In the history view you need the last modified timestamps of the object, not the last modified of any children of the object.

If you start showing the last modified time of the object or its children, how do you handle relations?
