[openstreetmap/openstreetmap-website] Info panel doesn't show the true last modifier in some cases (Issue #6386)

It's not an "invented date", it's the date of last modification of a children.

Ignore relations for now if it's too compute intensive, look at how iD does it.

The current system only makes sense for mappers who are also developers and understand the data structure, not casual mappers.
