[openstreetmap/openstreetmap-website] Cache social link platform and name at save time (PR #6950)

Reworked in f9cbc77. Dropped the migration and DB columns, now using `Rails.cache.fetch("social_link/#{social_link.url}")` in the view partial. Cache key changes when the URL changes, so no manual invalidation needed.
