[openstreetmap/openstreetmap-website] Changeset comment list on the profile (#842)

#5518 implemented a list of comments that the user has posted in changeset discussions (/user/Example/changeset_comments). It sounds like the original feature request is slightly more like [Pascal Neis’s changeset discussion tool](https://resultmaps.neis-one.org/osm-discussion-comments), which can list the latest comments on any changeset discussion the user is involved in. (Unlike the changeset_comments page, Pascal’s tool is limited to 250 changesets.) I guess we can leave this issue open to track that feature, though it sounds like more of a dashboard-related feature than a profile-related feature.
