It is possible to report nonexistent user, diary entry, diary comment or note. Just type any number.

I don't know how it should be solved, but I see 4 problems here:
- that you can report a nonexistent entry/user and no message appears (maybe that's how it's supposed to be?). Although, in reality, the message indicating that a user or entry with that id doesn't exist is actually the title "Report /reports/new" instead of a username or entry title.
- the header on the page says "Report /reports/new"
- the link to https://www.openstreetmap.org/reports/new leads to a page that doesn't exist / doesn't load
- `Other Label` is only in English and it's not translatable.
I know, it's not a problem that makes life difficult for website users on a daily basis, but I like finding things like that.
