[openstreetmap/openstreetmap-website] Update OSMF links to canonical URLs (PR #7012)

## Summary
- replace redirecting wiki.osmfoundation.org links in the English locale strings with canonical osmfoundation.org URLs
- keep the change scoped to the exact legal/trademark/takedown links called out in the issue

## Testing
- not run (locale/link-only change)
