[openstreetmap/openstreetmap-website] login page, logos, tooltips (Issue #7023)

At the bottom of the page, there are icons and links for logging in through other sites. When you hover over the center of any logo, you'll see tooltips such as "Google logo" and "Apple logo". But if you hover over the thin gray border around the logo, you'll see "Log in with Google". I believe that tooltips like "Google logo" are unnecessary (they should only be alt text), because users usually hover over the center of the logo (the logo takes up more space than the border around it), where they won't see the text "Log in with Google".
