### How to reproduce the issue?
If you follow a link to a changeset comment, the correct page is loaded and the browser scrolls down to the correct position. All good there. However the URI "fragment" (the bit starting with `#` that identifies the individual comment in the dicussion) is immediately lost as it is replaced by the `#map` fragment.
For example, loading https://www.openstreetmap.org/changeset/1#c1570823 leads to the correct place, but then changes in the address bar to https://www.openstreetmap.org/changeset/1#map=19/51.528856/-0.146508.
Tested on Firefox, Chrome, and GNOME Web (aka Epiphany).
