[openstreetmap/openstreetmap-website] Serve only trackable and identifiable points and add cursor pagination to the trackpoints API (PR #7322)

The thing to look at with the cursor is how the performance changes from page 1 to page 50 to page 100 etc with the cursors vs without it - that's where the current solution gets really slow once you get many pages in.
