initial round is fine, I am more thinking about it happening again and again (it is entirely possible to get 100+ notifications in one day - these are outlier cases but I think that taking power users in consideration makes sense)

definitely should not stop and block this PR, maybe I should have opened it as a separate issue (it would be really bad if my comments would block or delay the most useful user-visible change on osm.org within last years)
