[openstreetmap/openstreetmap-website] Multiple sent messages within the same minute do not show in Outbox (Issue #7347)

### How to reproduce the issue?

I have sent three messages (..069, ..070 and ..071) to three different users.

Only ..069 and ..071 are shown in my "Outbox" link - ..069 and ..070 we sent in the very same minute (it was a predefined copy&paste text to my DWG colleagues, so no spam or something, genuine information that was for their eyes only).

Do the messages tables get grouped by dametime?
