[openstreetmap/openstreetmap-website] Replacing Selenium with a more reliable alternative (Issue #6768)

We did attempt to use chrome with selenium in the past and IIRC there were insuperable problems getting it to work across all the necessary environments which is why we've been using firefox.

Things may have changed since then of course.
