My suspicion is that https://github.com/openstreetmap/openstreetmap-website/pull/6504/changes/16fe928755dd81fb75d416d317506db532e07e17 and https://github.com/openstreetmap/openstreetmap-website/pull/6504/changes/38f4390147e92ff9b94a7b58310721fef1618219 are relevant if you're seeing this in gha and/or docker environments.
