[openstreetmap/openstreetmap-website] Add Human facing error messages when users without WebGL use (PR #6782)

### Description

This is mostly a fit-test if such a design could work or if there are other design ideas for this part of the problem.

Resolves https://github.com/openstreetmap/openstreetmap-website/issues/6240

### How has this been tested?

Using Firefox, in `about:config` set `webgl.disabled=true`.
