Per https://github.com/openstreetmap/openstreetmap-website/issues/6610#issue-3716229979, the LWG is aware that REST APIs are used anonymously, often without any authentication. This is just a best effort at providing notice, so the APIs are out of scope. They’re OK with the reality that it won’t be airtight.
