[openstreetmap/openstreetmap-website] Collect header item definitions (PR #6829)

### Description
A merge of https://github.com/openstreetmap/openstreetmap-website/pull/6730#discussion_r2752197761 with additional cleanup that became apparent to me with #6820.

### How has this been tested?
I made sure the only difference in the header is the not-yet-migrated translations. But with the regular Translatewiki updates, that shouldn't be a problem.
