[openstreetmap/openstreetmap-website] Store header translation strings together (d49c5c5)

They have already been moved upstream. These moves just have not yet been synchronized into the locale YAML files. The issue is that unlike for previous moves, Tom has chosen this in-between version to deploy on osm.org.

I'm not sure if there is a way to guard against such deployments in the future.
