[openstreetmap/openstreetmap-website] Changeset URLs in edit comments are no longer linked (Issue #6615)

Without http or www, Rinku doesn't automatically link these, which would mean needing to add it to the normalisation_rules, opening the door to all kinds of expansions to linkify, bloating the config.
