[openstreetmap/openstreetmap-website] Add Human facing error messages when users without WebGL use (PR #6782)

If you have webgl disabled and you open the layer switcher then it displays nice error messages as expected but if you then try and close the sidebar then a javascript exception is thrown as it tries to destroy the maps that were never created and the sidebar contents vanish but it never closes.
