Why https://www.openstreetmap.org/changeset/115463944 shows user name in the discussion, but doesn't show above?

top: `Closed about 4 years ago by deleted`
his reply in the discussion shows `Comment from user_4493657 almost 4 years ago`

I would expect consistency.
