[openstreetmap/openstreetmap-website] Question about showing / not showing a name of a deleted user in some places (Issue #6844)

See many, many previous tickets, including all those where I beg somebody to come up with a proper policy on what we should do as a starting point for conducting an audit and making things consistent.

My position is that until we have an agreed policy with buy in from legal I will not make or accept any changes in this area.
