[openstreetmap/openstreetmap-website] (Add) What reason, and which email or WG to ask about changeset comment rate limit (Issue #6671)

Kovoschiz created an issue (openstreetmap/openstreetmap-website#6671)

### Problem

After making 3 comments (2 to same user in different changeset), "Rate limit exceeded" (worse than yesterday or earlier). There's no further info explaining this. 

### Description

I can only find #5701
1. Want to know who is responsible for moderating changeset comment  
2. Suggest making the message more detailed eg `Rate limit exceeded. You may be restricted for making too many comments, or reports from other users. Please email Some Working Group (some at openstreetmap.org) if you think this is a mistake.`
