[openstreetmap/openstreetmap-website] Minimap migration from Leaflet to MapLibre (PR #6683)

seems that `i18n`, `maplibre.i18n` and `maplibre.setlanguage` need to be separate.
I don't get why, if someone has a poineter why rails behave so strangely.

(I purposely did not squash to make apparent what I tried and how weirdly this behaves, will )

I think `maplibre.setlanguage` maybe could be integrated into i18n, but I am not sure how.
All ways that I tried seemed to require including `i18n` (which is logically required, but bricks the system if it is incuded), which does not work.
Maybe there is a magic way that I just don't know to make it prettier.
