[openstreetmap/openstreetmap-website] Relax reported user changeset comment limit (Issue #6672)

It's HTTP 429. Is this used for both reported rate limit, and others, maybe ip-based? My mobile modem uses a dynamic ip, which sometimes causes problems elsewhere. I have already tried restarting it. This is strange, as only changeset comment seems to be affected. I commented on an OSM Diary now.
