No, we want to show the Welcome page in any case. #4329 adds the option to continue the authorization from the Welcome page. Note that there's a new button somewhere at the bottom called "Continue Authorization", which isn't shown unless you pass some special parameters. I forgot the exact details here, but they should be documented.

There's been a super lengthy discussion on the topic,  please check #4246 for details like I mentioned earlier.
