That was my first thought, and implementing this notification system is in my own backlog, perhaps next month. In fact I played with it a bit already at https://github.com/openstreetmap/openstreetmap-website/compare/master...pablobm:openstreetmap-website:notifications.
However you never know with backlogs, and this feels like "just" ™️ one more email to add to the list at `UserMailer`, all of which will have to be converted anyway (see the current last commit in that experimental branch for guidance). I worry that we'll be blocking the creation of useful notification emails waiting for something that might take a while (even if, again, I do hope I'll be working on very soon).
Anyway, just my rationale 🙂 I'm perfectly happy to let it wait.
