[openstreetmap/openstreetmap-website] OAuth2: Newly created and email-confirmed accounts not redirected to authorization page (Issue #6699)

Since on OSM side there's a "continue authorization" button , but i think it'll only appear in welcome page when the oauth_return_url is present , so to get that button without changing any code here in openstreetmap-website , the 3rdparty app must pass the oauth url as teh referer when sending the user to login or sign up  , 
not sure whether this is the right approach , correct me if im wrong
