Thanks for your report @Kovoschiz . I don't plan to make any changes to the rate limit message, based on the comment from @tomhughes who also has insight into how the DWG handles things.

I think in the majority of cases, the OSMF WGs would prefer that the rate-limited person simply waits a while, rather than encouraging the affected person to give the WG even more work to do by contacting them. I emphasise: "in the majority of cases", I don't mean this applies to your personal situation.

I'm happy to reconsider this in the future, if it turns out to be a more common problem.
