[openstreetmap/openstreetmap-website] How can I run rails without manually recompiling assets? (Issue #6745)

### Problem

If I edit `.js` files, then I need to constantly execute `bundle exec rake assets:precompile`, and then wait for `bundle exec rails s` to restart. Is there a way to avoid this, like for `.erb` files?

If there is, it would be a good idea to document it.
