[openstreetmap/openstreetmap-website] How can I run rails without manually recompiling assets? (Issue #6745)

It's such a common thing that I would consider documenting it somewhere. I know that we don't tell anyone to precompile the assets in development, but if you run into any assets-related problem then the (bad) advice all over the internet is to run that command. By the time you find that it's a problem, you might not remember having done so.
