[openstreetmap/openstreetmap-website] Element navigation bar is too hidden (Issue #6759)

Each element’s detail, history, and version pages has a navigation bar at the bottom. We should find a more prominent place for it that’s more immediately visible.

## Problem

Usually you have to scroll quite a bit to access the navigation bar, especially on element history pages. A navigation bar shouldn’t be so hidden. From an information architecture standpoint, it’s also better to start with the breadcrumb at the top, to clarify the relationship between the navigation bar and the rest of the page. Once the element history page starts looking more like a series of diffs, it’ll become more important to visually differentiate the element’s detail, history, and version pages, so that the user doesn’t land on one and wonder where the colors went: https://github.com/openstreetmap/openstreetmap-website/pull/6448#issuecomment-3690312597.

## Proposal

Move the navigation bar to the top of the scrollable area. If the list of versions is too much noise for the top of the element detail page, then we could hide it by default and reveal it when the user clicks “Versions”.

The navigation bar repeats some of the information already present in the headings. Maybe we could consolidate this information. For example:

Alternatively, move the navigation bar out of the scrollable area, so that it appears in a fixed location at the lower left corner of the screen as the user scrolls the rest of the sidebar.
