[openstreetmap/openstreetmap-website] Use media-breakpoint-up for map layouts (PR #7197)

I'm happy to make followup PRs, and I'm a bit nervous about bundling too many changes into the one PR. There's a lot of edge-cases around the way panels are handled (in the narrow screens in particular) and I want to avoid accidental regressions.

Do you think it's best to make this additional changes now, or as followups? Or do you want to propose an alternative PR as a replacement for this one?
