[openstreetmap/openstreetmap-website] Map zooms out unexpectedly when resolving Note (Issue #7184)

I tried reproducing this issue with [note 5,371,663](https://www.openstreetmap.org/note/5371663), but I don’t see the zooming out with just the Standard layer and no overlay layers enabled, so it might be specific to those overlays.
