[openstreetmap/openstreetmap-website] Use flexbox for map layouts (PR #7207)

I'm not really sure how to evaluate this... I don't think there's much chance of me actually understanding what it's doing an how it compares to the old version.

I've tried it out with a full sized browser and a simulated small screen and I can't see any problems which is a good start.

I'm going to leave it open for a while to see if anybody else finds any problems before I think about merging it.
