[openstreetmap/openstreetmap-website] Notes display cannot be disabled when zoomed out (Issue #7209)

### How to reproduce the issue?

Display notes while zoomed in, zoom out till checkbox becomes disabled. If you then want to disable the notes display, you see the "Zoom in to see map notes" tool tips (a separate issue as they are already enabled).

IMHO you should always be able to disable the display of notes, enable is probably a mater of debate.

In any case not the most impactful issue of all times.
