[openstreetmap/openstreetmap-website] Document step to generate i18n files (PR #7214)

I wonder if there's something wrong here... In the dev environment they are being generated automatically - just loading the front page is enough to trigger generation but apparently not in test. I though it was only production where manual generation should be necessary.
