[openstreetmap/openstreetmap-website] reduce allowed note comment quota (especially for accounts with no edits)? (Issue #7227)

I can't see that user account, because it has now been removed. 

I also don't think there's any restrictions on note creation rates for logged in users. If this is a recurring problem, we can add them.
