[openstreetmap/openstreetmap-website] Use settings for hardcoded URLs in Export (Issue #7215)

The help page’s approach is kind of unavoidable because the URLs pointing to the wiki need to be localizable. I guess that’s true of the export page as well, due to `export_other_url`.

OHM’s list would look similar to OSM’s, with our own links to the Overpass API, the planet, [osm2rdf](https://osm2rdf.cs.uni-freiburg.de/), and [the wiki](https://wiki.openstreetmap.org/wiki/OpenHistoricalMap/Reuse).
