[openstreetmap/openstreetmap-website] reduce allowed note comment quota (especially for accounts with no edits)? (Issue #7227)

I doubt we would reuse a limit like that - if there's a limit it will be separate.

As far as I know the only limit is the recently added client side one but I think that might only be for anonymous users?
