[openstreetmap/openstreetmap-website] Switch header menu link to navbar toggle button (PR #7239)

This looks fine except that icon for the burger menu seems to go missing? There's a rule in the bootstrap stylesheet:

```css
background-image: var(--bs-navbar-toggler-icon-bg);
```

but the `--bs-navbar-toggler-icon-bg` variable isn't set to anything?
